Congress And Other Elected Officials

Legislative policy is set forth in bills such as the Child Nutrition Reauthorization Act (CNR).  Congress sets rules in these bills that USDA has to implement.  For example: the recent changes to the meal patterns, reimbursement amounts and number of meals reimbursed.

USDA and State Agencies

Regulatory policy is the specific set of rules that need to be followed to administer the CACFP.  Oversight agencies such as USDA and state agencies create the regulation that needs to be followed based on the rules set by Congress.
